TIRZ Wastewater System, Phase I | City of Lorena

Project Description: The City of Lorena created a Tax Increment Reinvestment Zone to fund projects to allow for economic development within the City of Lorena. Their first project was the development of a wastewater system within the TIRZ area to allow for future development. KPA was selected as the Engineer to prepare the flow projections, sizing, alignment, permitting, schedule and OPCs for the new system.
KPA worked closely with the City Staff and economic development personnel to develop the primary improvements to be constructed to meet City requirements and deadlines agreed to in economic development agreements. The total study encompassed 1,400 acres and recommended approximately $8 million of improvements to extend the sewerage system to the proposed TIRZ boundary. The study and subsequent Phase I construction plans were completed on an expedited timeline.
Scope of Services: Prepared flow projections, sizing, alignment, permitting, schedule, and OPCs.

Wastewater Collection & Treatment Improvements | Village of Salado
Salado, TX
Project Description: The Village of Salado, located in Bell County, is a small, recently incorporated municipality. The Village had a small, privately owned wastewater treatment plant that provided service to a handful of downtown businesses. The remainder of the Village relied on on-site sewage facilities (septic tanks). KPA was selected to prepare an initial feasibility study and a subsequent master plan for the phased wastewater system. KPA worked with Village Staff to determine the areas or proposed growth and existing need within the Village limits. KPA utilized the land use and total acreage of applicable drainage basins to develop ultimate build-out wastewater flows which were used to size the wastewater improvements.
Four major drainage areas were identified. Once the ultimate improvements were developed, our engineers worked with the local TxDOT office, water supply, Corps of Engineers, and City Staff to develop suitable alignments that were agreeable to all parties involved.
Scope of Services: The master planning and eventual construction of wastewater improvements were led by KPA from the initial concept to the current utility construction.
Construction Cost: The total area evaluated for wastewater service totaled 1,581 acres and recommended approximately $5 million dollars of Phase I Improvements and $9 million dollars of future improvements.
Downtown Santa Fe Plaza & Market Trail | City of Temple
Temple, TX
Project Description: When designing Santa Fe Plaza, KPA wanted to enhance Downtown Temple, and we accomplished just that. The $38 million redevelopments have allowed for numerous Downtown festivities and the addition of the 34,000 square feet Santa Fe Business Center. This project also included the redesign and layout of Avenue A, Avenue B, 5th Street, 7th Street, 9th Street, and parking along these streets. The multi-functional plaza has brought abundant opportunities to the Temple area by adding 300 jobs.
The Santa Fe Plaza project also included the development of the 3-acre Santa Fe Market, which is home to a food court pavilion, garden, an open lawn, and pavilion. A pedestrian path was included to allow easy access between the plaza and the Santa Fe Market.
Throughout this project, we collaborated with Covey Planning + Landscape Architecture to bridge the gap between open space and the City’s core by combining the historical features of Downtown Temple to create a vibrant and dynamic atmosphere. Santa Fe Plaza has become the location of many Downtown activities, something Temple residents have come to love.
The Santa Fe Plaza and Market Trail was recently awarded for its grand developments by being named the “Best Downtown Public Improvement” in Texas. This award highlights how Santa Fe Plaza has assisted in the revitalization of Downtown Temple and contributed to the growth of Temple. Santa Fe Plaza has become a place for people to enjoy themselves while also allowing them to see Temple’s rich heritage illustrated throughout the design. It has boosted the quality of life for residents, making people want to live, work, and play in Temple, Texas. Through this project, you can see our strong focus on the public and how we strive to make the municipalities we work with become a place its citizens will enjoy.

Crossroads Park | City of Temple
Temple, TX
Project Description: Crossroads Park was an extensive and complex project that was broken into multiple phases and spans an area of 306 acres. This park is the largest complex in the city of Temple and has brought significant unity and growth to the community. The park includes trails for hiking and biking, a 27-hole disk golf course, 4 baseball fields, 4 softball fields, 7 soccer fields, a multi-use field, 6 tennis courts, and a public playground. Phase 1 of the complex, which included designing and constructing the four championship baseball, softball, and soccer fields, was executed by KPA. The phase also included the design and construction of the site maintenance building, playground, pavilions, landscaping, signage utilities, parking facilities, connection to the nearby roadways, and a water feature which were also constructed by KPA. This multi-million-dollar development has become the location for many sport club events and Citywide functions.
The park does not just stand-alone but intertwines to allow for people to hike/bike through the Pepper Creek Trail and FM 2305 Trail. This trail provides one of the most widespread trails in Temple, Texas. The complex connects to Research Parkway and Prairie View Road to allow for easy access to and from the park. This improvement has provided a place for a community to unite and has supported the growth of Temple, Texas.
