On September 15, 2015, Wm. Mack Parker, P.E., CFM attended the full day technical seminar in Mesquite, Texas presented by the Cement Council of Texas that detailed the Means Methods and technologies involved with stabilization of street subgrade materials and street reclamation of roadway base materials using Portland Cement.
